You can choose to play Space Engineers either in Survival mode or in Creative mode. Most of the action takes place in orbit but there are also explorable planets populated both by space pirates and dangerous alien creatures. A bit of research identified that AMP doesn't really so a good job of actually running SE so I gave up on that and tried Torch instead. Installed prerequisites for AMP and configured the AMP CP with license and started an SE instance which updated (i.e., downloaded steamcmd and the SE DS files). I should say, my day job is as a server engineer. Management is via PowerShell/wsman, and that is all tested and working. The Windows 10 VM is also 1903, and the virtual router is pfSense. All server OSes are 2019, the core is 1903 build. My hosting platform is a home rack comprising a Hyper-V host, a virtual router, a Windows 10 management VM and the dedicated server VM itself running Windows Server core SKU. A friend suggested I try using AMP to run a dedicated server for SE.
